Thousands of football fans will be placing their first legal Super Bowl bets in Illinois this weekend, and for most, a little action will make the big game just a bit more entertaining.
But, for some, it might open the door to regular betting, adding a quick dopamine hit to the regular season viewing experience. Maybe they’ll have to start budgeting for a new habit. Maybe they’ll have to start borrowing for it.
And, for a select few, it will get worse.
It’s already gotten worse for hundreds of people statewide since Illinois legislators approved a massive gaming expansion a year and a half ago, introducing legal sports wagering to a state that’s already packed with more places to gamble than Las Vegas.
The COVID-19 pandemic has made matters even worse, according to Luke, a Chicago-area problem gambler who was able to get out of the game nine years ago. Economic uncertainty and the general malaise of the quarantine lifestyle make gambling all the more enticing.
“It used to be that there was a stigma, and gambling was taboo. It was seedy,” said Luke, who asked that his full name not be used. “Now, you can do it on your phone. The companies that are doing it are publicly traded Fortune 500 companies.”

Calls to the state’s gambling disorder hotline more than doubled from 2019 to 2020, when 13,258 people reached out either there or online for information on a problem that experts say is out of sight but front of mind for a growing number of bettors and their families. The Illinois Department of Human Services, which aims to connect problem gamblers with counseling resources, calls that a “dramatic increase.”
In 2019, about 580 people received treatment for gambling disorders through state-sponsored programs across Illinois. That figure jumped past 1,000 in 2020, and experts say it doesn’t even cut the deck as only an estimated 3% of problem gamblers acknowledge they have a problem, and even fewer seek treatment.

State’s all-in gambling expansion offers new temptation for those struggling to stay out.
Hundreds more took the more drastic step of banning themselves from casinos and the smartphone betting apps that have them hooked. About 13,500 people were enrolled in the self-exclusion program maintained by regulators at the Illinois Gaming Board in mid-2019, but that number has since shot past 14,000.
Many of those gamblers cite their temptations as coming from the state’s 10 casinos, three horse racing tracks and 7,233 bars, restaurants, gas stations and VFW halls that also house slot machines.
But since mobile sports betting launched last summer, Illinoisans can now gamble 24/7 from the comfort of home — and they’ve already lost more than $101 million doing so, according to Gaming Board revenue figures.

As the billion-dollar industry keeps growing, addiction counselors say they’re hearing more and more from young people glued to the sports betting apps whose ads saturate Illinois airwaves and billboards.
“It’s in your face all the time,” said Dr. Teresa Garate of the Gateway Foundation, a network of 16 addiction treatment centers statewide. “It’s becoming a part of everyday life. Everyone accepts it, but it’s a serious trigger for some.”
That’s the case for Anthony, a 36-year-old recovering problem gambler from southwest suburban Tinley Park, who said he often finds himself changing the station as sports talk radio hosts dissect the latest betting lines.
“It’ll just be too much, it’s too close,” Anthony said. “Even though I don’t think it’ll lead me down there, I know better than to let my mind start thinking like that.”

Elizabeth Thielen, a senior director at Nicasa Behavioral Health Services, said she’s seen yearly increases of people seeking help for gambling disorders across Chicago’s north suburbs, but a “real burst” of clients has sought them out in the past nine months.
“The ages we’re seeing are trending younger, and I think that’s directly related to sports betting,” Thielen said. “At the same time, I feel hopeful because you have young people showing a surprising level of insight to find help.”

While there’s been an influx of new problem gamblers, the potential for relapse is an equal concern for Dr. Anita Pindiur, executive director of the Way Back Inn, a Maywood treatment center. About 10 former patients have already returned to the Way Back Inn for counseling this football season alone.
“Sometimes, we forget how quickly it can happen,” Pindiur said. “These things are advertised in a way that they’re fun and entertaining, and they should be. But often there is no set of limits or recognition of the limits until we get our credit-card bill, or somebody points it out.”

Besides financial ruin, experts say people who suffer from gambling addiction are more likely to suffer from substance abuse issues, turn to crime or even attempt suicide.
“I was losing everything,” said Patrick, a 35-year-old Niles man who’s 13 months removed from his last bet. “I’d have a paycheck on a Friday afternoon and it would be gone by Friday night. My relationships with my family and whoever I was dating, it just got out of control. I was lying, I was stealing, I was doing all these crazy things.”
As sports betting has been brought out of the shadows into everyday life, counselors say their challenge now is removing the stigma around seeking treatment for addiction — and they say they’re making progress through increased awareness. That’s been boosted with the help of $7 million set aside in the state’s gambling expansion law in grants for treatment centers, which have used a lot of that money to bolster advertising.

“One of the biggest barriers to treatment is stigma, especially for gambling,” said Garate, from the Gateway Foundation. “People don’t see it as a real addiction. It is, and help is out there.”
Just how many people need help is unclear. Experts generally estimate that between 2% and 5% of the population deal with gambling disorder, which would project to about 635,000 people across Illinois, including about 136,000 in Chicago.

But there’s been no comprehensive study of the problem in Illinois since 1999, well before video slots dotted the walls at thousands of establishments across the state and sportsbooks were accessible anywhere that had a cellphone signal.
“You have to believe those numbers are different now,” Thielen said.
The state Department of Human Services is out to find out just how much they’ve shifted with the onslaught of gambling options. The agency launched a $500,000 study last fall surveying treatment providers, problem gamblers and others to gauge the prevalence of addiction, especially among populations considered vulnerable or marginalized due to race, culture, economic or social disparity.
“We want to know what’s the challenge, and what should we look for,” said David Jones, who directs the department’s Substance Use Prevention and Recovery Division. “Then, you can start to bring more evidence-based solutions on a size consistent with the scale of the challenge.”

The state’s tribal gambling entities on Tuesday made their pitches to state lawmakers on why they should run whatever future online and sports-wagering operations Connecticut may decide to pursue.
But the Connecticut Lottery Corp. made its own case, stressing that the next generation of gamblers is young, smartphone-savvy and want to play new games without affecting retail-sales growth of traditional paper lottery games.
And Sportech Enterprises, which has operated off-track betting sites for more than a quarter century, said it is also ready to help the expansion without threatening existing businesses.
Gov. Ned Lamont, however, has the last word in whatever happens in expanded gambling, because it is up to him to follow up on the original compact with the tribal nations that allowed slot-machine revenue to flow to the state for 30 years.
During a three-and-a-half-hour hearing before the General Assembly’s Public Safety & Security Committee, representatives of both the Mashantucket Pequot and Mohegan tribal nations stressed that online and sports wagering are traditional casino games, which should come under their exclusive agreements dating back to 1991, when Foxwoods Resort Casino first opened.
“The time to act is now and we’re here to act as partners,” said Ray Pineault, chief operating officer of Mohegan Gaming and Entertainment, which operates the Mohegan Sun Casino & Resort.
Chuck Bunnell, chief of staff for the Mohegan Tribal Nation, stressed the existing agreement. “This is a government-to-government discussion between the two tribes and your governor in a process, quite frankly, that you set up,” Bunnell said. “We are pretty clear that no one new should come into this market. It’s an excellent arrangement that’s working and we should protect the relationship that employs thousands of people.”
Rodney Butler, chairman of the Mashantucket Pequot Tribal Nation, said during the virtual hearing that the agreement to give Connecticut 25 percent of the slot machine revenue has totaled $8 billion since 1991, and the two tribes generate $2 billion a year in regional economic activity.
“Every day Connecticut is leaving money on the table,” said Butler, noting that the tribe has struck a deal with DraftKings to take over any future sports book. He said that if any entities other than the tribes were given the rights to sports gambling, it would violate the deal that goes back to Gov. Lowell P. Weicker Jr. “We’re at the one yard line, and we just have to punch it in at this point,” Butler said of active talks with the governor.
Max Reiss, Lamont’s communications director, said the governor has been making progress in negotiations with the tribes. “Those talks have been productive,” Reiss said in a mid-afternoon statement. “The governor remains focused on being competitive with our surrounding states and not letting a new part of the broader economy pass the state by. He will continue to work for the best deal for Connecticut now and for the next generation.”
“We’re close to getting something happening,” state Sen. Dennis Bradley, D-Bridgeport, co-chairman of the committee, said to Butler, stressing that he would like to see some kind of eventual tribal development in Bridgeport.”
“That’s next in the pecking order,” said Butler, noting that after the two tribes develop a planned East Windsor satellite casino over the next three to four years, he would then look at Bridgeport. “I would like to see Bridgeport become the mega-center of sports betting,” Bradley responded. “How would you feel about that?”
Butler said a $25 million to $50 million sports-betting center would not make financial sense. And a $3 million facility would not change the landscape of downtown Bridgeport, he said.
Rob Simmelkjaer, chairman of the board at the Connecticut Lottery Corp., said that the state could make more revenue by letting the quasi-public agency run sports betting.
“It’s time to approve sports betting in Connecticut,” Simmelkjaer said, noting that 19 other states have legal sports wagering. “It is part of being a sports fan now, to hear sports-wagering.” He said that the 2,900 lottery retailers would also play a part in sports wagering. “They do it because it’s convenient,” he said of those who bets on sports. “It is right there, in their town. It can be done with cash and not necessarily a credit or debit card. There is some impulse buying as well.”

Rep. Kurt Vail, R-Stafford, said he believes the lottery takes advantage of low and middle-income residents.
“It’s the people who need the money the most in the pandemic who might be reaching for the stars in the lottery,” Vail said. “I don’t see rich people going into the store and buying lottery tickets.”
Lottery officials said that a 2019 study indicated that one-third of customers make $100,000 or more, a third make $50,000 to $100,000 and less than a third have incomes of below $50,000.
“We have the opportunity to make great strides and economic growth,” said Ted Taylor, president of Sportech, which wants all four existing groups, including the lottery and the tribes, to split the rights to sports wagering. “It would drive as much tax revenues for the state while offering a great all-around product. The last thing we want to do is show games on multiple televisions screens and have people making wagers on somebody else’s app.”
“The only people who believe the tribes have exclusive rights are the tribes themselves,” said Rich Pingel, chief legal officer for Sportech, which runs pari-mutuel wagering including horse racing and jai alai in 11 locations such as Bobby V’s in Stamford and near the airport in Windsor Locks, as well as Sports Haven in New Haven. “We sincerely hope that 2021 is the year that Connecticut gets sports betting done.”
Sportech paid $20 million in 1993 for the rights to operate off track betting in the state.
“I am all for competitiveness,” said Rep. J.P. Sredzinski, R-Monroe, a committee member. Vail, a veteran of the committee called on the tribes, lottery and Sportech, to come to some kind of agreement on sports wagering.
State Sen. Cathy Osten, D-Sprague, an advocate for the tribal casinos, said the hearing was important because the state is at a crucial moment.
“To me, the answer is simple: Our two tribal nation partners, the Mohegans and the Mashantucket Pequots, have earned the right to operate sports betting in Connecticut because they are our longstanding, homegrown business partners who employ thousands of state residents and who have provided over $9 billion in revenue to Connecticut since the creation of our gaming compacts 30 years ago,” Osten said.
Colorado sports betting is popular enough to quickly benefit state water projects after all.
Gov. Jared Polis’ administration thought sports wagering would get off to a slow start, limiting payments to Colorado’s Water Plan until at least the second full year of betting.
Colorado voters’ gamble may have quickly paid off after all.
Sports betting got off to a hot start, meaning enough tax revenue has already been collected to start benefiting Colorado’s Water Plan projects. That’s despite projections from Gov. Jared Polis’ administration warning that the wagering would begin slowly and that money wouldn’t flow to water projects until at least the second full year of sports betting.
Colorado had already collected more than $3.4 million in sports betting tax revenue through the end of December, more than enough to cover the roughly $2 million in startup costs that had to be paid off before wagering dollars could start being directed to the water plan projects, including increasing storage capacity.
Sports betting began in Colorado in May, after voters passed Proposition DD in November 2019. More than $1 billion has been wagered so far.
“It’s a sign that we built a healthy, competitive, regulated marketplace,” said state House Speaker Alec Garnett, a Denver Democrat who championed legislation that put Proposition DD on the ballot.
Proposition DD was pitched to voters as a way to direct money to the state’s water plan, which could have a price tag as large as $40 billion. But in December 2019, Polis’ Department of Revenue warned state lawmakers that it would possibly take until the 2021-22 fiscal year before enough tax revenue came in for the water plan to benefit.
The sports betting tax revenue is still far lower than the Colorado General Assembly’s fiscal analysts projected. But the upshot is that there’s already plenty of sports betting tax dollars — which are generated by a 10% tax on casinos’ net proceeds — to turn on the water-plan-funding spigot.
In other words: Colorado gamblers lost a lot of money last year and state water projects will benefit.
It’s not totally clear how coronavirus has affected sports wagering, but officials are pleased with how much betting there has been.
Suzanne Karrer, a spokeswoman for Colorado’s Division of Gaming, which is housed under the Department of Revenue, said payments to the water plan are made at the end of the fiscal year.
“The division is happy with the revenues exceeding expectations and how positive the impact will be in the fall for the water plan,” Karrer said.
Garnett said that the sports betting tax revenue is just a drop in the bucket when it comes to the water plan’s needs, but it’s a good start. Critics of Proposition DD complained it did too little to make an impact.
Gamblers have placed more than $1.1 billion in wagers since sports betting began in Colorado last year.
American football saw the most bets in December, with $88.1 million in wagers placed with retail and online operators, followed by basketball at $42.8 million. Coloradans continue to show interest in betting on table tennis, with $10.9 million in bets coming in for the sport last month.
